Each week, the California Public Utilities Commission (CPUC) releases information about new filings and proposed decisions that may affect utility services and policies in the state. For the week of October 13-17, 2025, several proceedings were announced, including opportunities for public comment.
Among the proposed decisions open for comment is a joint application by Sprint Communications Company L.P. and T-Mobile USA, Inc. seeking approval for the transfer of control of Sprint Communications under California Public Utilities Code Section 854(a). Another filing involves California Resources Production Corporation’s request for a Certificate of Public Convenience and Necessity to operate as a gas corporation in California.
The CPUC also issued an order instituting rulemaking to create a consistent regulatory framework for integrated distributed energy resources, as well as a proposed decision on establishing an electrification pilot initiative for mobile home parks. Additionally, there is an order to update the California Universal Telephone Service (California LifeLine) Program and another to consider cost-effectiveness issues and equipment performance standards related to Distributed Energy Resource Programs.
New complaints and applications filed include PacifiCorp’s application for authority to encumber certain water rights and Southern California Gas Company’s proposal for a Woody Biomass Pilot Project. There are also consumer complaints against Pacific Bell d/b/a AT&T California regarding billing errors and account access issues.
