California Public Utilities Commission announces new filings impacting utility regulation

Each week, new filings are added to ongoing and new proceedings that may affect California’s utility services, communities, and consumers. These filings include Proposed Decisions that are often open for public comment, as well as new complaints or applications which could influence future policy and regulatory actions.

Members of the public can submit written comments on any Proposed Decision through the proceeding’s Docket Card. In addition, anyone interested in staying updated can subscribe to the California Public Utilities Commission (CPUC) Subscription Service using a proceeding number to receive updates, rulings, and notices.

For the week of November 3-7, 2025, several new complaints and applications were filed:

Proceeding C25-10-014 was filed by Danilo Nesovic against San Diego Gas and Electric Company (U902E), alleging incorrect application of SDG&E Electric Tariff Rule 16 and Rule 19.

Proceeding C25-10-017 was initiated by Kulbir Singh doing business as Mood N Food against Pacific Gas and Electric Company (U39E), with a complaint regarding a billing error.

Proceeding K25-10-018 is an appeal by Osama Rashed from T.2025-09-003 on September 8, 2025. The appeal concerns an amount of $5,000 issued by the CPUC Consumer Protection and Enforcement Division.

The CPUC encourages participation in its processes: “Submit a public comment on any Proposed Decision via the CPUC Docket Card.” The commission also advises stakeholders to subscribe to specific proceedings for future updates: “Subscribe to a proceeding using its number to receive future updates.”

These steps allow members of the public to stay informed about changes affecting utility regulation in California.
