California Public Utilities Commission announces new regulatory filings for late July 2025

Each week, the California Public Utilities Commission (CPUC) releases updates on new filings that affect utility services, communities, and consumers across the state. For the week of July 21–25, 2025, several proposed decisions and new applications were added to various proceedings.

Among the proposed decisions open for public comment is a proposal in Proceeding A2306017 that would allow PacifiCorp, doing business as Pacific Power, to set up a Wildfire Expense Memorandum Account to track wildfire-related costs not reimbursed by other sources.

Another decision in Proceeding A2504021 approves a financial order enabling Southern California Edison to issue recovery bonds tied to expenses from the Thomas Fire and Montecito Debris Flow. This move aims to help cover costs associated with these significant disasters.

In Proceeding R1212011, a decision resolves confidentiality issues concerning annual reports submitted by Transportation Network Companies between 2021 and 2024. It also sets guidelines for future reporting and modifies an earlier CPUC decision.

Uber’s petition to modify Decision 20-03-007 was granted in Proceeding R1902012.

Proceeding R2002008 saw approval for the Home Broadband Pilot targeting eligible households as part of expanding broadband access under the California LifeLine program.

A multi-topic proceeding advanced with a Phase 4 Proposed Decision in Proceeding R2007013.

Guidelines for Flexibility Rate Design Proposals were adopted for Pacific Gas and Electric, Southern California Edison, and San Diego Gas & Electric through Proceeding R2207005.

PG&E’s request to revise Energization Cost Caps for 2025 and 2026 was resolved in Proceeding R2401018.

Statewide energy efficiency goals covering 2026–2037 were adopted through Proceeding R2504010.

Several new complaints and applications were also filed. TWC IP Enabled Services, LLC requested authority to provide fixed interconnected VoIP services in California under Proceeding A2507008. An application seeking approval of a partial ownership transfer of Trans Bay Cable LLC was submitted in Proceeding A2507009. Joint utilities filed for rehearing of CPUC Resolution E-5374 (Proceeding A2507010).

The County of Orange requested approval to construct three grade-separated bikeway crossings in Los Angeles and Orange counties (Proceeding A2507011). Charter Fiberlink CA-CCO, LLC applied to expand its certificate of public convenience and necessity into CenturyTel of Eastern Oregon territory (Proceeding A2507012).

Havasu Water Co. appealed a CPUC citation issued in May 2025 under Proceeding K2506028.

Two new rulemakings were instituted: one aimed at enhancing the California Climate Credit (Proceeding R2507013), and another focused on improving communications emergency preparedness and network resiliency (Proceeding R2507014).
