California Public Utilities Commission announces new utility filings for early October 2025

Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that may affect utility services, communities, and consumers in the state. These filings include Proposed Decisions, which are often open for public comment, as well as new complaints or applications that can influence future policies and regulatory actions.

Members of the public can submit written comments on any Proposed Decision by accessing the relevant proceeding’s Docket Card. Additionally, individuals can subscribe to updates for specific proceedings through the CPUC’s Subscription Service using a proceeding number.

For the week of October 6-10, 2025, several new complaints and applications were filed:

– On October 6, 2025, Santa Barbara Airbus, Inc., operating as Santa Barbara Airbus (PSC-1262), filed an application seeking authority to increase base fares while continuing to maintain a Zone of Rate Freedom.
– On October 7, 2025, Pacific Gas and Electric Company submitted an application requesting an increase in its authority to finance short-term borrowing needs by $2.0 billion. If approved, this would raise its total short-term borrowing limit to no more than $10.5 billion.
– On October 8, 2025, an Order Instituting Rulemaking was filed to oversee the Resource Adequacy Program. This rulemaking aims to consider program reforms and refinements and establish forward resource adequacy procurement obligations.

“Stay Informed and Make Your Voice Heard!” stated the announcement from CPUC.

To participate in these proceedings or provide input on decisions under consideration by CPUC commissioners or staff members responsible for regulatory oversight of utilities in California’s jurisdictional scope—including electricity supply reliability—stakeholders are encouraged to submit public comments via Docket Cards or subscribe for updates related to each case.
