California Public Utilities Commission announces weekly update on new filings affecting state utilities

Each week, new filings are added to ongoing and new proceedings that affect utility services, communities, and consumers in California. These filings include Proposed Decisions that are often open for public comment, as well as new complaints or applications that could influence future policy and regulatory actions.

Several Proposed Decisions were listed for the week of September 22-26, 2025. Among them is a decision denying in part the application by Pacific Bell Telephone Company, doing business as AT&T California, to relinquish its eligible telecommunications carrier designation. Another decision denies compensation to Water Rate Advocates for transparency, equity, and sustainability. A separate Proposed Decision dismisses the application from Pacific Gas and Electric Company regarding a determination under Section 851 without prejudice.

There is also a Proposed Decision approving the initial tranche of Energy Efficiency Market Transformation Initiatives. In another case, a petition for modification of Decision 24-12-005 was denied. Modifications to requirements related to the Broadband Adoption Account, Rural and Urban Regional Broadband Consortia Account, and Line Extension Program were adopted through another decision.

Commissioner Baker issued an alternate Proposed Decision approving the initial tranche of Energy Efficiency Market Transformation Initiatives. Additionally, methods and standards for just compensation and valuation have been established through another filing.

New complaints and applications were also filed during this period. Horizon West Transmission applied for a Certificate of Public Convenience and Necessity for the Ironwood Transmission Line Project. The City of San Juan Capistrano submitted an application to construct a public multi-use trail crossing beneath a Southern California Regional Rail Authority bridge over Trabuco Creek at Milepost 195.81 within Orange County.

The California Solar & Storage Association filed a complaint against Pacific Gas and Electric Company and Southern California Edison Company alleging violations of Rule 21 and D.20-09-035 regarding solar interconnections.

Juan M. Castor Sr., Juan Michael Castor (doing business as WestKoast Graphics), filed complaints against various Frontier Communications entities alleging failure to provide reliable service and billing errors.

National Community Renaissance lodged a complaint against Southern California Edison Company and San Diego Gas & Electric Company citing alleged violations of Rule 21 related to grid access for nonprofit housing developments.

Galaxy Enterprises filed a complaint against Southern California Gas Company alleging billing errors.

A petition was also filed seeking adoption or amendment of regulations under Public Utilities Code Section 1708.5.

Additionally, an earlier application by California-American Water Company seeks authorization to increase revenues over three years starting in 2024; Ducor Telephone Company has applied to modify its intrastate revenue requirement, rate design, and selected rates.

Members of the public can participate by submitting comments on any Proposed Decision via the CPUC Docket Card or subscribing to specific proceedings using their numbers in order to receive updates.
