California Public Utilities Commission lists new filings affecting utility policy

Each week, new filings are submitted to the California Public Utilities Commission (CPUC) that may influence utility services, policies, and regulations across the state. These filings include proposed decisions open for public comment as well as new complaints and applications.

For the week of October 27-31, 2025, several notable proceedings were added:

One proposed decision addresses Pacific Gas and Electric Company’s revenue requirements related to the continued operation of Diablo Canyon Power Plant and introduces a proposal for 2026 volumetric performance fees. Another rulemaking seeks to investigate and design clean energy financing options for both electricity and natural gas customers in California. Additionally, a decision was adopted revising data gathering and reporting requirements for transportation electrification programs, with clarifications provided on previously established programs.

New complaints and applications filed during this period include an application from Macca Rentals LLC seeking authority to operate as a scheduled passenger stage corporation between San Ysidro and Sacramento with specified intermediate stops. There are also complaints involving allegations against San Diego Gas & Electric Company regarding tariff rules, billing errors alleged against Southern California Edison Company, further billing error claims against Southern California Gas Company involving specific tariff violations, and an appeal by White Diamond Limousine/Humberto Bringas Trejo contesting a citation issued by the CPUC’s Consumer Protection and Enforcement Division.

The CPUC encourages public participation in its regulatory process. Members of the public can submit written comments on any proposed decision via each proceeding’s Docket Card or subscribe to receive updates using a proceeding number.
