California Public Utilities Commission posts new filings impacting utilities for November 17–21

Each week, the California Public Utilities Commission (CPUC) announces new filings in ongoing and new proceedings that may affect utility services, communities, and consumers across the state. The filings include Proposed Decisions, complaints, and applications that could influence future policy and regulatory actions.

For the week of November 17 to November 21, 2025, several key items were added to the CPUC docket. Among them is a Proposed Decision for Proceeding A.25-05-011 et al., filed on November 21, 2025. This decision seeks approval for Pacific Gas and Electric Company’s forecast revenue requirement for its 2026 energy resource recovery account as well as its electric sales forecast for the same year.

New complaints and applications were also filed during this period. TimbukTech, Inc. submitted an application (A.25-11-003) on November 10, 2025, seeking registration as a Telephone Corporation under Public Utilities Code Section 1013.

Two complaint proceedings were initiated: C.25-11-002 involves allegations against CSC Holding LLC d/b/a Optimum Communication Inc., with claims of overbilling and failure to comply with agreement terms; C.25-11-004 concerns AT&T California and includes accusations of billing errors and failure to provide landline service.

Additionally, an Order Instituting Rulemaking (R.25-11-005), filed on October 29, 2025, aims to update the California LifeLine Program.

The CPUC encourages public participation in these processes by allowing written comments on Proposed Decisions through each proceeding’s Docket Card. Stakeholders can also subscribe to specific proceedings using their numbers to receive updates about rulings and notices from the commission.
