California Public Utilities Commission posts new regulatory filings for August 11–15, 2025

The California Public Utilities Commission (CPUC) released a summary of new filings and proposed decisions from August 11 to August 15, 2025. These filings are part of ongoing and new proceedings that may influence utility services, policy, and regulations across the state.

Among the proposed decisions open for public comment is one in Proceeding A2112007, which recommends granting compensation to Women’s Energy Matters for their contribution to Decision 24-09-033. Another decision in Proceeding A2212009 proposes approving partial recovery of expenditures related to Pacific Gas and Electric Company’s 2021 wildfire mitigation efforts and associated costs, as well as a settlement agreement.

In Proceeding A2301008, a proposed decision would adopt settlements updating marginal costs, cost allocation, and electric rate design for San Diego Gas & Electric Company. Additionally, Proceeding A2405009 includes a proposal to grant compensation to Small Business Utility Advocates for their work on Decision 24-12-038.

Proceeding R2005003 contains a proposed decision that would grant, with modifications, Southern California Edison Company’s petition to modify earlier commission decisions. Two orders instituting rulemaking were also filed: one (R2508004) aims to update distribution-level interconnection rules and regulations; another (R2508005) addresses revisions to the California Teleconnect Fund Program.

An investigation was opened in Proceeding I2508007 into Havasu Water Company’s operations and compliance with laws governing water service safety and reliability. The company has been ordered to show cause why the CPUC should not seek court appointment of a receiver.

New complaints and applications include an application by CONTINENTAL SHUTTLE LLC (A2504023) seeking authority to operate scheduled passenger service between San Diego County and Los Angeles International Airport. The Green Power Institute (A2507017) applied for intervenor compensation related to contributions on specific resolutions. Southern California Edison Company (A2508003) requested a second extension of its waiver from the Capital Structure Rule. Zayo Network Services, LLC (A2508006) submitted an application for authorization to provide telecommunications services statewide. Southern California Gas Company (A2508008) filed an application seeking recovery of costs recorded in its Distribution Integrity Management Program Balancing Account from January 2019 through December 2023.

The CPUC encourages public participation through written comments on proposed decisions via each proceeding’s Docket Card. Stakeholders can also subscribe using proceeding numbers for updates on rulings and notices.
