Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that affect utility services in the state. These filings include Proposed Decisions, which are often open for public comment, as well as new complaints and applications that may influence future regulatory policies.
For the week of September 29 to October 3, 2025, several significant filings were made:
A Proposed Decision was filed on September 30, 2025, recommending dismissal of Pacific Gas and Electric Company’s application for approval of a Zonal Electrification Pilot Project at California State University Monterey Bay.
New applications included one from Southern California Gas Company and San Diego Gas & Electric Company seeking authority to revise natural gas rates and implement storage proposals effective January 1, 2027. Another application was submitted by PacifiCorp to continue its energy efficiency programs and related surcharges through program year 2027.
Several complaints were also filed. The California Solar & Storage Association accused Pacific Gas and Electric Company and Southern California Edison Company of violating Rule 21 and D.20-09-035. Additional complaints involved allegations ranging from overbilling to failure to provide reliable service against various utility companies including Wave Energy LLC, Southern California Gas Company, Pacific Bell (doing business as AT&T California), Frontier Communications entities, and others.
An appeal was also filed by Carey Limousine S.F. Inc., contesting a $20,000 penalty issued by CPUC’s Consumer Protection and Enforcement Division.
The CPUC encourages public participation in these proceedings. Members of the public can submit written comments on any Proposed Decision via the proceeding’s Docket Card or subscribe to updates using the CPUC Subscription Service with the relevant proceeding number.
