California Public Utilities Commission posts weekly update on new utility regulatory filings

Each week, the California Public Utilities Commission (CPUC) announces new filings in ongoing and new proceedings that affect utility services, communities, and consumers across the state. These filings include Proposed Decisions open for public comment, as well as complaints and applications that may influence future regulatory policies.

For the week of November 24 to November 28, 2025, several notable proceedings were filed:

A Proposed Decision was submitted under Proceeding A25-05-008 on November 24, 2025. This decision concerns the approval of Southern California Edison Company’s forecast for its 2026 Energy Resource Recovery Account-related revenue requirement.

Among new complaints and applications:
– Pacific Gas and Electric Company filed an application (A25-11-006) on November 21, 2025. The application seeks approval for its proposals regarding gas cost allocation and rate design for its distribution, transmission, and storage system.
– CitySwitchTower, LLC submitted an application (A25-11-007) on November 24, 2025. The company is seeking a certificate of public convenience and necessity in accordance with Public Utilities Code Section 1001.
– InflatableOffice, LLC filed an application (A25-11-009) on November 18, 2025. The company is applying for registration as a telephone corporation under Public Utilities Code Section 1013.
– In proceeding C25-11-008 (filed November 14, 2025), Luis Enrique Landa Rodriguez lodged a complaint against Pacific Bell d/b/a AT&T California and AT&T Mobility Wireless Operation Holdings d/b/a AT&T Mobility. The complaint alleges violations of terms of service.
– In proceeding C25-11-010 (filed November 20, 2025), Andrew Velasquez, acting as Authorized Administrator for the Andrew Velasquez Estate, filed a complaint against Southern California Edison Company. The allegations involve unlawful securitization and failure to disclose charges.
– Proceeding R25-11-005 was filed on October 29, 2025. It institutes rulemaking to update the California LifeLine Program.

The CPUC encourages public participation in these processes. “If a Proposed Decision is listed, you can submit a written comment directly on the proceeding’s Docket Card,” according to the commission. Additionally: “For any proceeding, you can also subscribe to the CPUC’s Subscription Service using the proceeding number to receive updates, rulings, and notices.”

The commission highlights that public comments can be made through their online system for any Proposed Decision currently open for feedback.
