California Public Utilities Commission reports weekly filings impacting state utility services

Each week, new filings are added to ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions open for public comment, as well as new complaints and applications that may influence future policy and regulatory actions.

During the week of September 15-19, 2025, several key filings were made:

A Proposed Decision was filed on September 19, 2025 in Proceeding A22-02-014. This decision grants Southern California Edison Company a permit to construct the Gorman-Kern River Project. Members of the public can view the filing or access the Docket Card for more information.

Another Proposed Decision was filed on September 18, 2025 in Proceeding R18-07-003. This decision denies a petition to modify Decision 20-08-043. The related documents are available for review via the filing or Docket Card.

Several new complaints and applications were also submitted:

In Proceeding A25-08-019 (filed August 29, 2025), Cebod Technologies LLC applied for registration as a telephone corporation under Public Utilities Code Section 1013.

IPC Systems, Inc., in Proceeding A25-09-002 (filed September 11, 2025), requested a Certificate of Public Convenience and Necessity to operate as a non-dominant interexchange carrier.

Catalina Channel Express, Inc., in Proceeding A25-09-003 (filed September 15, 2025), sought approval to increase baseline rates for its vessel common carrier service while retaining its existing Zone of Rate Freedom.

AAA American Leasing, LLC filed an application (Proceeding A25-09-005) on September 10, 2025 for registration as a telephone corporation under Public Utilities Code Section 1013.

BBIX USA, Inc., through Proceeding A25-09-006 (filed September 15, 2025), applied for a Certificate of Public Convenience and Necessity to provide facilities-based and resold local exchange and interexchange service in California.

There were also several complaint proceedings:

Jameon Walton filed a complaint against Southwest Gas Corporation (U905G) alleging billing error, violation of Tariff Rule 3, and failure to provide service (Proceeding C25-07-019).

Brandon Gjelsvik brought forward allegations of billing error against Southern California Edison Company (U338E) in Proceeding C25-08-020.

Maria Tadeo accused Pacific Gas and Electric Company (U39E) of overbilling in Proceeding C25-09-007.

Additionally, an Order Instituting Rulemaking was initiated on September 18, 2025 in Proceeding R25-09-004 with the goal of enhancing demand response in California. The Docket Card provides further details about this rulemaking process.
