Los Angeles-based Community Infrastructure Investment Group, Inc. (CIIG) has secured a $2 million tax credit from the state of California to establish a wastewater treatment equipment manufacturing facility in Fresno. The award is part of nearly $100 million in California Competes Tax Credits distributed by the Governor’s Office of Business and Economic Development (GO-Biz).
As stated in its application, CIIG indicated that without this financial incentive, the project might have been located in another state, which could have resulted in the loss of jobs for California.
Eric Leung, President of CIIG, signed the tax agreement with the state. Over the five-year term of this agreement, CIIG plans to invest $12.8 million into the new facility and hire 47 full-time employees. The average annual wage for these positions is projected to be $62,750.
CIIG focuses on packaged wastewater treatment systems designed for communities, campgrounds, and commercial sites needing on-site treatment solutions. The company also offers design-build services for both residential and commercial construction projects. According to information on its website, CIIG’s systems are engineered to use 50% less space and reduce energy consumption by 30-40%.
Among its notable projects are a 200-unit mobile home community in Los Angeles County and an RV campground in Morgan Hill. The company reports having completed over 50 projects that collectively treat more than 10 million gallons of wastewater daily.
The California Competes Tax Credit program was launched in 2013 to help businesses expand within the state rather than relocate elsewhere. GO-Biz reviews applications based on factors such as job creation numbers, investment size, average wages offered, economic impact, and strategic importance.
To date, more than 1,200 businesses have received these credits since the program began—leading to nearly 160,000 full-time jobs created across California and generating over $50 billion in private investment through California Competes.
In this latest round alone, GO-Biz estimates that approximately 2,752 new jobs will be created with an average annual salary of $139,000 and more than $370 million in additional private investment statewide.
