The California Public Utilities Commission (CPUC) has launched a new rulemaking process to develop policies and regulations for autonomous vehicle (AV) passenger transportation services in the state. This move follows the conclusion of the previous proceeding, R.12‑12‑011, and aims to address outstanding issues as AV technology continues to advance.
According to the CPUC, the new proceeding will focus on several key areas, including integration of advanced driver assistance systems, collaboration between AV operators and other regulated passenger carriers, participation by owners of personal AVs, shared and airport operations, and guidelines regarding unaccompanied minors.
Stakeholders such as service providers, technology developers, consumer advocates, and regional transit agencies are encouraged to participate in the process. The CPUC states that early engagement from these groups will help ensure that future rules reflect a wide range of perspectives related to safety, innovation, and accessibility.
“The CPUC’s process aims to strike a balance between fostering technological advancement and safeguarding Californians. With AV services evolving rapidly, this Rulemaking is a pivotal platform to solidify California’s leadership in transportation innovation,” according to the Commission.
